This visor card is used voluntarily by a deaf/hard of hearing person.  The card is kept over the driver's sun visor where it does not show to the general public.  When stopped by a law enforcement officers the visor is pulled down showing the card to the officer. 

The back side of the visor card has instructions on what the deaf/hard of hearing person should do if stopped by a law enforcement officer.
